Belize Qualified Retirement Program in 2026

Belize's Qualified Retirement Program (QRP) is administered by the Belize Tourism Board (BTB). It is a distinct retirement/incentives residence framework and should not be confused with ordinary Permanent Residence administered by Belize Immigration.

As of 17 September 2026, the core current qualification rules are age 40 or older, qualifying nationality, qualifying foreign retirement income of at least US$2,000 per month or US$24,000 per year, and at least 30 consecutive days in Belize each year.

Who qualifies?

BTB currently states that the principal applicant must:

be 40 years or older;
be the beneficial recipient of qualifying retirement income of at least US$2,000 monthly or US$24,000 annually from outside Belize in an approved foreign currency;
be able to deposit the required funds through a bank, credit union or licensed financial institution in Belize;
pass a Belize security-clearance check; and
remain in Belize for at least 30 consecutive days annually.

Qualifying retirement income can include pension, annuity, Social Security benefits, investment account income, inheritance, reverse mortgage, personal savings, retirement contribution plans and other accepted retirement-income sources.

Nationality eligibility

QRP is not open to every nationality automatically. BTB currently lists qualifying countries/groups including:

Commonwealth countries other than Belize;
the United States;
EU Member States;
specified Asia-Pacific countries; and
all South American countries.

Applicants should verify their nationality against the current BTB list before preparing an application.

Dependants

The program allows qualifying dependants. BTB currently describes dependants as the spouse and children under 18 years, subject to program documentation.

Each dependant requires the specified civil, passport, police/medical and photographic documentation where applicable.

Application documents

Current BTB requirements include:

completed application form for principal and dependants;
certified/notarized birth certificates;
marriage certificate where applicable;
recent police records;
certified/notarized complete passport copies;
proof of qualifying retirement income;
bank statements supporting that income;
written undertaking to deposit required funds through a Belize licensed financial institution;
medical examination including HIV testing; and
two passport photographs per applicant/dependant under the published format.

Applicants should use the current BTB forms and document-certification instructions rather than third-party checklists.

Fees

BTB currently publishes the following QRP charges in US dollars:

US$150 application program fee per application;
US$1,000 principal applicant final program fee;
US$750 dependant fee;
US$200 QRP ID card fee per card; and
US$25 annual QRP ID card renewal fee.

The fees are published as non-refundable.

Residence status and annual renewal

Accepted QRP members and approved dependants receive a QRP Resident Card allowing residence in Belize and multiple entries without a visa, subject to use with the national passport at border crossings.

The card is renewed annually. Maintaining the program requires continued compliance with financial and presence conditions, including the annual local bank-statement evidence published by BTB.

Tax incentives

BTB states that QRP members are exempt from taxes and duties on income received from outside Belize, as well as capital gains tax and inheritance tax under the program incentives.

That treatment belongs to QRP. It should not be generalized to ordinary Immigration Department residents, work-permit holders or businesses carrying on taxable activity in Belize.

Import incentives

Within the first year of program acceptance, BTB publishes duty/tax exemptions for qualifying personal-use imports including household/personal effects and specified transportation assets, subject to program and customs procedures.

These incentives are valuable but are not themselves immigration permission to work or run a business.

Can a QRP work in Belize?

Ordinary QRP should not be marketed as a general local-work permit. BTB's current materials distinguish retirement-program membership from a specific QRP Investor approval for members who want to carry on business.

The older QRP member terms also state that QRP members are not to engage in gainful employment or income-generating Belize investment under ordinary membership conditions. The current QRP page now provides a separate pathway for approved business activity.

QRP versus Permanent Residence

QRP and Permanent Residence solve different problems.

QRP: age/income/nationality-based program, only 30 consecutive days annual presence, annually renewed program card, special tax/import incentives.

Permanent Residence: ordinary Immigration Department settlement status after at least one year of legal residence with no more than 14 days total absence during that qualifying year, plus financial stability/admissibility requirements.

A person planning citizenship should not assume QRP membership substitutes for the Permanent Residence continuity rules used in citizenship by registration.

QRP versus investor Temporary Residence

QRP does not require the BZ$500,000 investment used by Immigration's Temporary Residence for Investors.

Conversely, investment Temporary Residence does not require the QRP age, nationality and retirement-income criteria.

The appropriate route depends on age, income source, capital, presence pattern and whether the person will work or operate a business.
