Citizenship by Investment in Egypt — January 2025 snapshot
Egypt operates an official citizenship-by-investment program through the Cabinet's citizenship-application examination unit. This is a citizenship pathway, not a visa or ordinary investor-residence permit.
Legal basis
The official Cabinet unit states that Law No. 140 of 2019 permits the Prime Minister to grant Egyptian citizenship to a foreign national through qualifying real-estate purchase, investment project activity, a non-refundable foreign-currency contribution to the Treasury, or a non-interest-bearing foreign-currency deposit. The unit also cites Prime Minister Decree No. 3562 of 2023 as part of the governing framework.
Four official investment alternatives
The official program materials publish these routes:
- Real estate: purchase qualifying property for at least USD 300,000 transferred from abroad.
- Investment project: the program headline describes a USD 450,000 minimum package; the detailed official program explains this as at least USD 350,000 invested in a project plus USD 100,000 paid as non-refundable foreign-currency revenue to the Treasury.
- Cash deposit: USD 500,000 transferred from abroad and held for three years, refundable in Egyptian pounds without interest under the published rules.
- Direct Treasury contribution: USD 250,000 in non-refundable foreign-currency revenue.
The official application process also publishes a USD 10,000 non-refundable application fee.
Temporary residence during completion
The Cabinet unit states that, after preliminary review, the investor can receive six months of temporary residence to complete the investment-program requirements. That interim residence should not be confused with the separate Investor Residence.
No automatic route for nomads or freelancers
Citizenship by investment does not create a general digital-nomad, freelance or startup-founder visa. Applicants must use an actual published investment alternative and satisfy the citizenship process.
