Investor Residence in Egypt — January 2025 snapshot
Egypt's Investor Residence is a residence pathway linked to a qualifying investment project under the Investment Law. It is distinct from citizenship by investment.
Who the Investment Law covers
The official Executive Regulations state that a non-Egyptian investor seeking residence must be a founder, shareholder or partner in a company, or an establishment owner. Residence remains tied to the investment project and may not exceed the project's term.
This is the relevant framework for many genuine entrepreneurs and founders who actually invest in and operate an Egyptian business. It is not a standalone startup-founder visa and company formation by itself should not be described as universal open work authorization.
Residence periods
The Executive Regulations provide an initial residence period of one year upon incorporation. It may be renewed for a similar period when the investor demonstrates seriousness in implementing the project, and later renewals may be granted for periods not exceeding five years each, subject to GAFI/Ministry of Interior controls and the project term.
GAFI's official investment materials also describe facilitation of five-year renewable residence for foreign investors implementing their projects.
Investor status can end
The Executive Regulations provide for residence to be revoked where the investor exits the company or the company/establishment is removed from the Commercial Register. The route therefore depends on maintaining the qualifying investment relationship.
Founders, freelancers and self-employment
The Tier-1 framework reviewed for January 2025 does not establish a generic freelancer or open self-employment visa. A founder may fit investor residence where the person is genuinely an investor/founder/partner/establishment owner meeting the applicable rules; that is different from an unrestricted freelance permit.
