Investment as Entrepreneurs in Hong Kong in 2026
Hong Kong's entrepreneur admission route sits within the General Employment Policy for eligible non-Mainland applicants who want to establish or join a business in Hong Kong.
Economic contribution
Company incorporation alone does not create immigration eligibility. The applicant must be in a position to make a substantial contribution to Hong Kong's economy.
Assessment factors include the business plan, business turnover, financial resources, investment amount, local jobs created and introduction of new technology or skills.
Business plan evidence
Current guidance asks applicants establishing or joining a business to provide a three-year business plan covering the business model, market positioning, sales objectives and development strategy, together with financial forecasts demonstrating feasibility.
This route concerns active establishment or participation in a Hong Kong business. Applicants seeking residence primarily through qualifying capital investment should compare the New Capital Investment Entrant Scheme.
Mainland residents are subject to different entry arrangements and should not assume this GEP entrepreneur route applies to them.
