Self-Employed Professional Permit (C1) in Rwanda — January 2025 snapshot

Rwanda's C1 permit is the relevant temporary residence category for a self-employed foreigner with a prescribed profession.

Not a generic freelancer visa

C1 is narrower than an open freelance or digital-nomad permit. DGIE's published requirements include full business registration and membership of a registered professional body, alongside a CV, police clearance and application letter.

That means ordinary remote freelancing for overseas clients should not automatically be labelled C1. The profession and business setup must genuinely satisfy the official category.

January 2025 legal basis

Class C was already established by the 2019 Ministerial Order. The official DGIE entrepreneur page continued to describe C1 as the self-employed prescribed-profession category.

Business registration and professional status

Business registration is supporting evidence, not residence status by itself. Where the activity is instead a broader commercial enterprise, the Entrepreneur Residence Permit may be the more relevant category.
