Occupation-Demand Skilled Worker Permit (H1) in Rwanda — January 2025 snapshot

Rwanda's H1 temporary residence permit is the principal skilled-worker route for a foreign national whose occupation appears on the official Occupation in Demand List (ODL) and who has the relevant qualifications or work experience.

January 2025 legal basis

The 2019 Ministerial Order created Class H for specific employment with a specific employer. H1 is expressly for a skilled worker whose skills are on the occupation-demand list. The official order gives H1 a validity of three years, renewable.

The occupation-demand framework was updated by the 2022 labour order and was already in force for this January 2025 snapshot.

Core documents

DGIE's official employment page lists an employment contract, academic certificates, an employer recommendation, detailed CV and police clearance among the new-application documents. The applicant must still fit an occupation appearing on the applicable ODL.

Employer relationship

H1 is not an open job-seeker or independent-worker status. It is an employment residence permit tied to specific employment. A person working independently should examine the Self-Employed Professional Permit or Entrepreneur Residence Permit only where those legal categories genuinely fit.
