Tunisia's Ministry of Interior expressly lists investors as a foreign residence-card category.

Core official evidence

For an investor residence-card application, the Interior Ministry lists an attestation of non-submission to the employment-contract visa, company statutes and their publication in the Official Gazette, accommodation evidence, a valid passport, photographs and the residence-card application form.

This route is tied to a real Tunisian investment/business basis. It should not be described as automatic permanent residence or citizenship.

Investment framework

The Tunisia Investment Authority states that the Investment Law applies to Tunisian and foreign investors and provides an investment framework that includes equal treatment protections and the ability of companies to recruit foreign executives within the statutory rules.

Entrepreneurs and founders

A genuine founder or business owner may fit the investor/manager framework when the person's actual company role and investment satisfy the applicable rules. Company formation by itself is not an unrestricted work visa, and the reviewed Tier-1 sources do not establish a standalone startup-founder visa.
