Dutch Citizenship for Caribbean Netherlands Residents
Residents of Bonaire, Sint Eustatius and Saba apply for Dutch nationality through the IND-unit Caribbean Netherlands, not through a separate island citizenship programme.
There are two main legal procedures:
- naturalisation; and
- option, for people who fit specific statutory categories.
General naturalisation rule
IND's current Caribbean-Kingdom guidance states that a normal naturalisation applicant must generally:
- be at least 18;
- prove identity and nationality;
- have lived in the Kingdom for 5 years or longer with a valid residence permit;
- have renewed residence permits on time;
- hold, at the time of application, a residence permit that allows continued permanent stay; and
- satisfy the other integration, public-order and nationality-law conditions.
There are statutory exceptions allowing some people to apply earlier, so five years is the general rule rather than a universal rule for every case.
Integration and language
IND's current material requires civic integration for naturalisation unless an exemption/dispensation applies.
Caribbean Netherlands guidance states that, since 1 January 2025, the naturalisation test covers:
- Dutch and Papiamentu on Bonaire; or
- Dutch and English on Sint Eustatius and Saba.
Applicants can sometimes rely on qualifying diplomas/certificates or exemptions.
Residence status matters
Five years of physical presence alone is not enough. IND requires lawful residence and a status that is acceptable for naturalisation at the time of application.
This is why purpose-limited statuses such as study should not be marketed as automatic citizenship clocks.
Documents
Core items include:
- valid passport/travel document;
- birth certificate;
- valid residence permit or other proof of lawful residence;
- civic integration diploma or other accepted proof/exemption; and
- additional documents required by the applicant's situation.
Foreign civil documents may require legalisation and translation into Dutch, English, French or German.
2026 fees
The official Caribbean Netherlands fee schedule lists:
- naturalisation, single, standard: $1,331;
- naturalisation, joint, standard: $1,699;
- naturalisation, single, reduced: $989;
- naturalisation, joint, reduced: $1,359;
- minor child included in naturalisation: $196;
- option, single: $282;
- option, joint: $481;
- minor child included in option: $32.
The applicable fee depends on the legal procedure and category.
Dual nationality
Dutch nationality law has detailed renunciation rules and exceptions. Do not assume that every naturalisation applicant can automatically keep an existing nationality or must always renounce it.
The IND nationality page should be checked for the applicant's specific exception before making that decision.
No citizenship by investment
The Caribbean Netherlands investor residence purpose does not create a citizenship-by-investment programme. Dutch nationality remains governed by Kingdom nationality law and the normal naturalisation/option requirements.
