Rural and Francophone Community Immigration Pilots in 2026

RCIP and FCIP are open employer- and community-driven permanent-residence pathways.

IRCC identifies 14 rural RCIP communities and 6 Francophone-minority FCIP communities, for 18 selected communities in total.

Candidates generally need an eligible job offer from a designated employer and then a community recommendation. Community criteria can include priority sectors and occupations. The recommendation supports the federal PR application; it is not PR itself.

Eligible applicants may have an optional work-permit route while PR is processed.

Do not confuse RCIP with the older Rural and Northern Immigration Pilot (RNIP), which is closed.
