Canada study permit rules in 2026
Most foreign nationals studying in Canada need a study permit. The application normally starts with a letter of acceptance from a designated learning institution (DLI) and evidence for tuition, living costs and return transportation.
PAL/TAL and graduate exception
A PAL/TAL is generally required unless an official exception applies. Starting 1 January 2026, eligible students in degree-granting master's or doctoral programs at public DLIs are exempt from PAL/TAL. Quebec keeps its own provincial documentation framework.
For applications on or after 1 September 2026, IRCC lists CAD 23,448 as the first-year living-expense amount for one person outside Quebec, excluding tuition and transportation.
Eligible students may work off campus up to 24 hours per week during regular academic terms.
PGWP is a separate application. Eligibility depends on the DLI/program plus current language and, where applicable, field-of-study requirements. Graduation does not guarantee PGWP or permanent residence.
