Innovation and Entrepreneurship Residence Permit in China — January 2025 snapshot
China did not have a universal national "entrepreneur visa" in the January 2025 visa list. However, National Immigration Administration policy provided residence-permit facilitation for specified innovation and entrepreneurship applicants.
Qualifying groups in the official policy
The national facilitation rules include several defined groups:
- members of innovation or entrepreneurship teams introduced to key sectors and industries may apply for a private-affairs residence permit marked "entrepreneurship", with a guarantee letter from the team leader, for up to five years;
- outstanding foreign students with a bachelor's degree or above from key Chinese universities who engage in innovation or business start-up activity may apply for private-affairs residence permits for two to five years;
- foreign graduates of internationally renowned universities who come to China for innovation or business start-up within two years after graduation may apply for a private-affairs residence permit for up to two years.
Not an open founder or freelance route
These are eligibility-limited facilitation measures, not a general startup-founder visa available to any company owner. If the founder becomes employed by an enterprise or other entity, NIA guidance points to the work-type residence framework.
The official sources reviewed do not create a general digital-nomad visa, open freelance visa or unrestricted self-employment permit.
