Saint Lucia work permit
Saint Lucia's Labour Code provides the core rule for foreign nationals who will work in the country. Section 317 states that a foreign national must not engage in an occupation in Saint Lucia for reward or profit, or be employed in Saint Lucia, unless a valid work permit or a legal exemption is in force.
Who falls under the rule
The rule is broader than ordinary employer-sponsored employment. Because the legislation refers to engaging in an occupation for reward or profit, independent professionals, freelancers, consultants and owner-operators should not assume that the absence of a local employment contract removes the work-permit question.
Section 316 also excludes certain people from the Labour Code's definition of foreign national for this division, including a person who holds a permit entitling them to reside permanently in Saint Lucia and certain children under 18 of Saint Lucian citizens.
Application framework
Section 318 says an application is submitted to the Minister in the prescribed form with the prescribed fee and other required information. The Minister may grant the permit with or without conditions or refuse it. The Government maintains a dedicated Work Permit Unit, and official compliance guidance directs foreign nationals and employers to regularize work authorization where required.
Applicants should obtain the current form, fee and evidence checklist from the Work Permit Unit rather than relying on an old third-party checklist.
Remote work
Saint Lucia's 2021 Live it extended-stay programme was marketed to remote workers, but it was a tourism/extended-stay initiative rather than a separately identified work permit in the sources reviewed here. The current official research did not identify a dedicated digital-nomad visa.
Because the Labour Code uses the broad phrase "occupation ... for reward or profit," remote workers should confirm whether their particular activity qualifies for an exemption or requires a work permit.
