Saint Lucia Citizenship by Investment
Saint Lucia operates a statutory Citizenship by Investment Programme (CIP) under the Citizenship by Investment Act and Regulations. The official programme currently offers four investment categories: the National Economic Fund, approved real estate, approved enterprise projects and the National Action Bond.
Current headline options
The official programme currently publishes a US$240,000 National Economic Fund contribution for a principal applicant with up to three other qualifying dependants.
For the National Action Bond, the official programme publishes a US$300,000 non-interest-bearing bond investment for an applicant with any number of dependants, plus the applicable non-refundable administration fee and a five-year holding period.
Approved real-estate investment currently starts at US$300,000, with programme administration fees added separately. Enterprise-project thresholds depend on the approved structure and should be checked on the current official programme page.
Eligibility and due diligence
The programme's FAQ states that the principal applicant must be at least 18, make a qualifying investment, provide evidence of that investment, pass due diligence with qualifying dependants over the applicable age, make full disclosure and pay the required fees.
Applications are not submitted directly by applicants. The official programme requires applications to be made through a licensed Authorised Agent.
Family members
The programme defines qualifying dependants and allows eligible family members to be included, subject to the current relationship, age, dependency, due-diligence and fee rules. Family composition can materially affect total programme costs.
Citizenship is different from ordinary residence
The CIP grants citizenship following approval and completion of the qualifying investment. It should not be confused with Permanent Residence or with ordinary business ownership.
