Saint Lucia CSME right of establishment
The CSME framework includes a right of establishment for qualifying CARICOM nationals who want to create and operate a business in a participating Member State. Saint Lucia maintains a specific government service for this process.
Current documentary requirements
The Saint Lucia service page currently lists a valid passport, certificate of character, bank reference, evidence of academic or professional qualifications, a description of the proposed business or a business plan/proposal, and a recommendation from a recognized authority or person.
These requirements are directed at the right-of-establishment assessment. Applicants may still need other commercial registrations or sector-specific licences for the business itself.
Work authorization boundary
Owning or registering a business is not the same as having unrestricted personal work rights. The Government's service page distinguishes other foreign nationals from CSME applicants and notes that "US Citizens and others" require a valid passport, trade licence and work permit.
A qualifying CSME entrepreneur should confirm how the right of establishment interacts with any skills/free-movement category that may also apply. A non-qualifying foreign founder should assess the general work permit.
Residence and citizenship
CSME economic rights do not themselves create permanent residence or Saint Lucian citizenship. Long-term residents should separately review Permanent Residence.
