Burundi Entrepreneur and Investor Immigration in 2026
Burundi does not publish a standalone national entrepreneur visa or startup visa under those names.
A foreign founder needs to separate company registration, tax registration, immigration residence and work authorization.
Company registration
The Burundi Development Agency (ADB) publishes registration procedures for both physical-person businesses and legal-person companies. A foreign applicant can use a passport or residence card as identity evidence.
Commercial registration creates the business. It does not by itself give a foreign national the right to live or work in Burundi.
Establishment visa for lucrative activity
The Ministry of Foreign Affairs asks a person carrying on a lucrative activity to provide NIF and trade-register evidence when applying for the establishment visa.
The same public page currently lists the establishment visa at USD 500 with two-year validity, and requires at least six months already spent in Burundi.
Investor work authorization
The 2022 employment ordinance contains a specific investor rule: a permanent work permit can be issued to a foreign/EAC investor, or the investor's representative, when the person documents the investment and their presence is justified by supervising management of invested capital.
The term “permanent work permit” describes work authorization. It should not be marketed as automatic permanent immigration residence or citizenship.
Is there a startup visa?
No dedicated startup/innovation-founder visa was identified in current official sources.
A startup founder follows the same business-registration, immigration and work-authorization framework as another founder unless a different statutory category applies.
Investment-code incentives are separate
ADB's current eligibility guidance describes an investment threshold of at least USD 500,000 for a foreign investor in Bujumbura, with half that amount outside Bujumbura, for eligibility for investment-code advantages, together with priority-sector and compliance conditions.
That is an investment-incentive threshold, not an immigration-visa minimum. It should not be presented as residence by investment or citizenship by investment.
No citizenship-by-investment claim
The official materials reviewed do not establish a citizenship-by-investment programme.
Business registration, investment certification, work authorization and residence are separate approvals.
Tax and employment compliance
A business operator may need NIF registration, tax filings and worker-registration/social-security compliance. These are separate from immigration approval.
