Permanent Residence in Slovenia in 2026
The ordinary permanent-residence framework for third-country nationals in Slovenia generally uses 5 years of continuous legal residence as the core qualifying period, subject to the detailed counting and exception rules in the Foreigners Act.
Current official application materials require proof of Slovenian at A2 basic level for the ordinary route, subject to statutory exemptions, including cases where permanent residence may be issued before five years or where the person cannot take the examination in the normal format for qualifying medical reasons.
Permanent residence also gives free access to the Slovenian labour market under current Employment Service guidance.
Applicants should verify how prior study, Blue Card, family or other residence periods count before relying on a five-year calculation.
