Türkiye uses separate legal routes for remote work, innovative founders, local company owners, independent professionals, employed workers and qualifying investors. Company incorporation, business residence, a digital-nomad certificate, a work permit and citizenship are different legal decisions.

Key distinctions as of September 2026

The GoTürkiye digital-nomad programme is limited to published eligible citizenships and ages 21–55, requires USD 3,000/month or USD 36,000/year qualifying income, and starts with an identification certificate followed by consular visa processing. It is not the route for every foreigner legally resident abroad.

The TechVisa startup programme advertises a three-year work permit for selected innovative founders; ordinary company owners instead need to investigate Labour Ministry work authorization. Under the published company-partner criteria, the relevant balance-sheet category can require TRY 500,000 own and total paid-in capital, 20% shareholding and five Turkish employees starting month seven, with a USD 100,000 share-based exception and additional rules effective 3 August 2026. Company-incorporation law is separate from these work-permit criteria.

Business-connections residence is not permission to work. The independent work permit is evaluated individually. The investment residence framework involves specific qualifying instruments and agency attestation, not guaranteed citizenship or employment authorization. Ordinary long-term residence generally requires eight years of qualifying lawful stay.
