Barbados CARICOM Free Movement in 2026
Barbados' regional mobility rules changed materially on 1 October 2025. There are now two important CARICOM tracks, and they should not be mixed together.
Track 1: Enhanced free movement — four participating countries
Barbados, Belize, Dominica and St Vincent and the Grenadines launched enhanced cooperation in free movement on 1 October 2025. Official Barbados Foreign Affairs guidance says citizens of these four countries can move among participating states to live, work and retire indefinitely, without a work permit or CSME Skills Certificate.
The Barbados Accreditation Council also describes the regime as allowing participating nationals to enter, live, work, study and remain indefinitely without a Skills Certificate or work/residency permit.
Family under the enhanced regime
The Barbados Foreign Affairs FAQ says accompanying family can include:
- spouse;
- unmarried children under 18;
- unmarried children under 25 who attend school/university full-time; and
- parents who are wholly dependent on the CARICOM national.
This is a regional treaty-based right, not a visa available to every foreign national.
Track 2: CARICOM Skills Certificate
Nationals of the other CSME participating states continue to use the Skills Certificate framework where they fall within an eligible category. The Barbados Accreditation Council says eligible CARICOM skilled nationals can seek work as wage earners or non-wage earners without needing a work permit.
BAC is the Barbados competent authority for issuing and verifying the Certificate of Recognition of CARICOM Skills Qualification.
Current fee and processing targets
BAC currently publishes:
- BDS $100 application fee for issuance;
- minimum 7 working days for BAC issuance; and
- minimum 10 working days to verify a Skills Certificate issued by another CARICOM member state.
It separately publishes a BDS $100 verification fee for certificates issued elsewhere.
Typical Skills Certificate documents
BAC lists the application form, birth certificate, proof of CARICOM nationality, marriage certificate where applicable, qualifications, professional references, professional registration where applicable, category-specific federation/ministry/employer letters, passport and photographs.
Entry and residence
BAC guidance explains that a skilled national arriving without a certificate can be directed to BAC; after approval, the person returns to Immigration with the certificate and relevant forms. Older official guidelines describe the resulting Barbados entry as indefinite entry for the recognized skilled national.
Ordinary work permits still matter for others
A national who is neither covered by the enhanced four-country regime nor a properly recognized Skills Certificate category may still need an ordinary Barbados work permit.
Frequently asked questions
Do all CARICOM citizens now have unrestricted free movement to Barbados?
No. The enhanced October 2025 regime applies among Barbados, Belize, Dominica and St Vincent and the Grenadines. Other CSME nationals continue under existing routes such as the Skills Certificate where eligible.
Does a recognized skilled national need a work permit?
