Cambodia Business Registration and Investor Setup in 2026
Starting a Cambodian company is a business-law process, not an immigration status.
The Ministry of Commerce online business registry supports electronic incorporation and maintenance of registered entities. Cambodia's General Department of Taxation separately handles tax registration and compliance.
Foreign ownership
The Council for the Development of Cambodia states that foreign and domestic investors receive fair treatment and that Cambodia does not impose a general local-equity participation requirement merely to set up a business.
That does not remove sector-specific licensing rules or land-ownership restrictions. The Investment Law separately limits land ownership to Cambodian nationals, while allowing lawful lease/concession structures.
Company setup is not a visa
A certificate of incorporation does not replace immigration permission. A founder normally still needs an appropriate immigration framework, such as:
- ordinary Type E entry;
- EB business extension; and
- work permit/employment card if working.
Company setup is not QIP status
A normal registered company is also not automatically a Qualified Investment Project. QIP registration is a separate investment-law process. If the project qualifies, Article 22 long-term-stay and work-authorization support may apply.

Startup founders
Cambodia's official sources reviewed here do not publish a standalone immigration product called a "startup visa." Founders should map their actual facts to the E/EB/work-permit framework and, where applicable, QIP investment status.
Tax registration
The GDT publishes separate registration forms/processes for limited companies, foreign-company branches/representative offices and other enterprise forms. Immigration status should not be inferred from tax registration.
Remote businesses
A person running an overseas company remotely from Cambodia should review remote worker and freelancer options. Foreign ownership of an overseas company does not itself create a Cambodian immigration exemption.
