Cayman Islands immigration in 2026
The Cayman Islands' immigration framework changed materially on 1 May 2026, when the Immigration (Transition) amendment legislation and supporting regulations came into force under the current Caymanian Protection framework. The government says those amendments did not change the permanent-residence points-based framework at this stage.
For foreign nationals, the correct route depends on whether the purpose is employment, long-term residence without work, investment in a business, substantial business presence, or another specifically authorised activity.

Employment is permit-based
Ordinary foreign employment is generally tied to the employer and approved occupation. As of September 2026, covered work-permit grant, renewal and annual-amendment applications generally require a vacancy to be advertised for 21 consecutive calendar days on both the WORC electronic Jobs Portal and in a local newspaper, unless an exemption applies.
This is not an unrestricted open-work system. The 2026 reforms also introduced tighter rules for first-time permit holders changing employers.
Permanent residence after long residence
The government states that the 2026 reform did not alter the permanent-residence points-based framework at this time. The established section 37 route is for people legally and ordinarily resident for the statutory minimum period of eight years, with assessment under the prescribed points system.
Eligibility, points and continuing compliance are separate questions; eight years of residence alone does not guarantee approval.
Independent means: residence without work
A Residency Certificate for Persons of Independent Means is designed for people who can support themselves without Cayman employment. Current financial-standing rules distinguish Grand Cayman from Cayman Brac and Little Cayman.
For Grand Cayman, the regulations preserve either a qualifying annual-income route or an asset-plus-investment route. For the Sister Islands, lower income/investment thresholds apply. The certificate itself does not provide a right to work.
Investment and business-presence routes
The framework separately provides:
- a Certificate of Direct Investment, based on at least CI$1,000,000 in a licensed employment-generating business and relevant business experience;
- a Residency Certificate (Substantial Business Presence) for qualifying owners or senior managers of approved businesses; and
- a distinct permanent-residence facility for persons of independent means based on developed real estate.
Business or company licensing is separate from immigration authorization.
No current dedicated digital-nomad route found
The official 2026 immigration sources reviewed do not publish an active dedicated digital-nomad or Global Citizen route. The earlier Global Citizen programme belongs to the pandemic-era framework and should not be treated as a current visa merely because older pages remain online.
Customs & Border Control does operate a narrow Visitor's Work Visa for qualifying short commercial activity of up to five calendar days. That is not a general remote-work residence route.
