Cayman Islands permanent residence after eight years in 2026

The ordinary long-residence permanent-residence route remains tied to lawful and ordinary residence and a prescribed points assessment.

The Cayman Islands Government's current reform page expressly says the amendments that took effect on 1 May 2026 did not introduce changes to the permanent-residence points-based framework at this time.

Eight years is an eligibility gateway, not an approval guarantee

Section 37 of the underlying framework applies to a person who has been legally and ordinarily resident in the Islands for at least eight years, subject to statutory exclusions and the detailed assessment rules.

The regulations contain the Permanent Residence Assessment points system. Reaching eight years does not by itself create permanent residence; the applicant must satisfy the current legal and points criteria.

2026 transitional rules

The 2026 reform also contains transitional protections for applications and permissions that existed before commencement. Those grandfathering provisions should not be confused with the question of whether the points framework still exists for current applicants. The government's September 2026 reform material says the points framework itself has not yet been replaced.

Annual declarations and continuing compliance

WORC announced in August 2026 that persons holding Permanent Residency are among the groups now required to submit annual declarations. Current fees and compliance obligations should therefore be checked at the time of filing and after grant.

Work rights

The exact residence/employment certificate and any occupation conditions matter. A person coming to Cayman initially for sponsored employment should start with the work-permit guide, while wealthy applicants should distinguish this route from independent-means permanent residence.
