Cyprus Regulation 6(2) investor permanent residence in 2026

Cyprus operates an expedited Immigration Permit policy under Regulation 6(2) for qualifying third-country investors. This is permanent residence, not citizenship and not a general permission to take ordinary paid employment.

€300,000 investment requirement

The applicant must invest at least €300,000 in one of the official categories:

  • first-sale house or apartment;
  • other qualifying real estate;
  • share capital of a qualifying Cyprus company with physical presence and at least five employees; or
  • qualifying Cyprus collective-investment units.

The funds must satisfy the source and transfer requirements published by the Migration Department.

Secured annual income

In addition to the investment, the applicant must show secured annual income of at least:

  • €50,000 for the main applicant;
  • €15,000 additional for the spouse; and
  • €10,000 additional for each dependent minor child.

Additional rules apply to adult dependent children and higher-value investments.

Employment restriction

The official investor policy includes a declaration of non-employment, subject to the policy's specific exception concerning directorship in the company chosen for the relevant investment category.

Do not describe Regulation 6(2) as a general Cyprus work permit.

Family

The permit can cover the spouse and minor children. Certain unmarried financially dependent children aged 18–25 studying abroad can use a separate linked application subject to the published conditions and additional income.

Duration and maintenance

The residence right for the principal holder and adult dependants is of unlimited validity, while the residence card is replaced every 10 years.

The investor must continue to satisfy the maintenance rules, including keeping the qualifying investment and the applicable insurance/record requirements.

Absence can end the right

The official policy states that the Immigration Permit can cease if the holder and dependants acquire permanent residence abroad or are absent from Cyprus for two years.

Processing

The government currently publishes an estimated examination period of approximately two months for a complete application that satisfies the policy and security criteria.

Investor PR is not Category F

This expedited investor route is different from the standard Immigration Permit Categories C/D/F. It also does not itself confer Cyprus citizenship.
