Luxembourg immigration pathways in the January 2025 snapshot

Luxembourg's third-country immigration framework separates salaried work, highly qualified employment, self-employment, investment and temporary intra-group assignments. It also contained narrow transition routes allowing certain Luxembourg graduates and researchers to remain temporarily to seek work or prepare a business.

Digital nomads and remote workers

The Tier-1 Luxembourg immigration procedures reviewed for the January 2025 snapshot do not establish a dedicated digital-nomad or general remote-work residence permit. Remote work for a foreign employer does not, by itself, create a Luxembourg immigration category.

A person actually taking Luxembourg employment should assess the salaried-worker or EU Blue Card route. A person genuinely establishing and personally managing an independent Luxembourg activity may need the self-employed route.

Freelancers, entrepreneurs and startup founders

Luxembourg did not publish a generic freelancer visa or a standalone startup-founder immigration visa in the reviewed January 2025 categories. The principal founder route is Self-Employed Residence, subject to the economic-interest, viability, resource and professional/business-permit requirements.

Eligible Luxembourg graduates and researchers also had narrow 12-month job-search/business-creation transition routes.

Investors

The Investor Residence Permit is a distinct statutory route with defined investment options. Real-estate acquisition or rental does not count toward that investor permit.

Skilled workers and corporate assignees

Ordinary third-country employment uses the Salaried Worker Residence Permit. Highly qualified workers may use the EU Blue Card. Qualifying group-company assignees use the ICT route.
