Luxembourg's ICT residence permit covers qualifying third-country nationals temporarily transferred to a Luxembourg entity within the same corporate group.

January 2025 position

The official ICT explanatory material available before January 2025 required an existing employment relationship with the overseas group company and a qualifying intra-group transfer. The Luxembourg host entity submits the authorisation-to-stay application before the transferee enters Luxembourg.

The framework distinguished managers and specialists from trainee employees. The official rules allowed a maximum ICT stay of up to 3 years for managers and specialists and 1 year for trainee employees.

Not remote work or freelancing

ICT status is tied to a defined corporate-group transfer. It is not an open work permit, freelance route or digital-nomad permission.
