Investor Residence Permit in Luxembourg — January 2025 snapshot

Luxembourg has a specific investor residence permit for third-country nationals who meet one of the statutory investment routes.

January 2025 investment routes

The official investor explanatory note was updated in April 2024. For the January 2025 snapshot, the published options included:

  • at least EUR 500,000 in an existing Luxembourg company, with the investment and relevant employment level maintained for at least 5 years;
  • at least EUR 500,000 in a new Luxembourg business, with at least 5 jobs to be created within 3 years in collaboration with ADEM;
  • at least EUR 3 million in an investment/management structure established in Luxembourg with the required substance; or
  • at least EUR 20 million deposited with a Luxembourg financial institution and maintained for at least 5 years.

Direct or indirect acquisition or rental of real estate does not count for this investor permit.

Separate from self-employment

The investor route is not a generic entrepreneur or startup visa. A founder who will personally manage an operating business may instead need the self-employed residence permit, depending on the facts.
