Singapore S Pass in 2026

The S Pass is Singapore's work pass for skilled foreign employees in associate professional and technician roles. It is employer-sponsored and is not an independent job-seeker or self-employment visa.

Current qualifying salary

For new applications in 2026, MOM publishes a starting fixed monthly salary of:

  • S$3,300 for sectors other than financial services; and
  • S$3,800 for financial services.

The required salary rises with age. Outside financial services it reaches S$4,800 at age 45 and above under the current table.

MOM has announced higher starting thresholds for new applications from 1 January 2027: S$3,600 outside financial services and S$4,000 in financial services.

A salary above the floor does not remove the employer-side quota requirement.

Employer application, quota and levy

An employer or appointed employment agent applies for the S Pass. If the worker changes employers, the new employer needs to submit a new application.

MOM currently caps S Pass holders at:

  • 10% of the company's total workforce in the services sector; and
  • 15% in construction, manufacturing, marine shipyard and process sectors.

Since 1 September 2025, MOM states that the monthly S Pass levy is S$650 across all sectors and levy tiers. Quota and levy policies can change, so employers should check the live MOM calculator before planning a hire.

Duration

MOM publishes:

  • first S Pass: up to 2 years;
  • renewal: up to 3 years.

The actual validity can also be constrained by passport validity.

Qualifications

Declaring qualifications is optional in the S Pass application. If an employer declares a qualification, MOM requires the employer to ensure that it is authentic and from an accredited institution accepted by the application system.

Family

An S Pass holder earning at least S$6,000 fixed monthly salary can generally sponsor a legally married spouse and unmarried children under 21 for a Dependant's Pass, subject to the current family-pass rules.

Permanent residence

ICA lists S Pass holders among the categories that may be eligible to apply for Singapore permanent residence. Eligibility to submit a PR application is not a guarantee of approval and there is no automatic conversion after a fixed number of S Pass years.
