Permanent Residence in Uruguay in 2026
Uruguay's general permanent-residence route is for a foreign national who intends to settle in the country permanently. It is not limited to one profession, investment amount or retirement profile.
Means of life
The current Dirección Nacional de Migración page gives several common ways to prove sufficient means of life, including salaried employment, independent work, company ownership or management, employment for a foreign company, rental income, and foreign retirement or pension income.
Uruguay does not publish a separate immigration category called an investor visa, retirement visa or rentista visa for these profiles. A business owner, shareholder, remote employee, rentista or pensioner can use the general permanent-residence framework if the evidence fits the official requirements.
Core documents
Applicants generally need a valid identity document, national-scope criminal-record certificates from relevant countries of residence, a Uruguayan health card and vaccination certificate, plus supporting civil-status documents when needed. Foreign documents may require apostille/legalisation and Spanish translation under the official rules.
Immigration is not tax residence
Permanent immigration residence, Uruguayan tax residence, company registration, investment incentives and property ownership are separate legal questions. Buying property or investing in a company does not by itself grant immigration residence.
