Bhutan Dependent Visa and Family Permit in 2026

Bhutan's dependant system is not a universal family-reunification right for every foreign resident. The principal foreign national must fall within a category recognized by Bhutan's immigration rules before a spouse or child can rely on dependant status.

The Department of Immigration publishes separate dependent-visa and dependent-permit processes, while the 2023 Immigration Rules define the categories that can support dependant permission.

Which principal categories can support dependants?

The 2023 rules identify categories that include:

  • persons covered by the relevant section 77 framework of the Immigration Act;
  • professional staff of resident diplomatic missions and international organizations;
  • foreign investors/promoters under approved FDI;
  • professional foreign workers whose approved work duration is at least 90 days; and
  • Trader Permit holders.

This means a visitor, short-term business guest or short-duration worker should not assume family sponsorship is automatically available.

Spouse and children

The dependant route is designed for qualifying family relationships, typically spouse and children, subject to the principal's status and current rules. The Department's published checklists refer to evidence such as the principal's work/immigration status, employer recommendation where relevant, passports, marriage certificate and birth certificates.

Professional foreign workers

For foreign employees, dependant eligibility depends on the qualifying work category and duration. The 2023 rules specifically recognize professional foreign workers where the work duration is at least 90 days.

FDI investors and their families

Qualifying FDI investors/promoters use a separate investment framework. The 2025 FDI Rules provide immigration facilitation for the investor/authorized representative and spouse/dependants, including SDF treatment described in those rules.

The investor's spouse does not receive unrestricted work rights through dependant status alone. The 2025 rules state that employment of the spouse is subject to obtaining a work permit. See the FDI Investor Card guide.

Does a dependant permit allow work?

Do not assume it does. Bhutan maintains a separate work-permit system, and dependant status is primarily tied to the qualifying principal family member. Where a dependant wants to take employment, confirm whether prior labour/immigration approval and a work permit are required.

The same caution applies to business activity: a family member should not use dependant status as a substitute for the approvals required for employment or FDI.

Is dependant status permanent residence?

No. A dependant's permission is linked to the qualifying principal category and family relationship. It should not be marketed as an independent permanent-residence route.

A foreign spouse married to a Bhutanese citizen is a different situation and should review the Immigration Card marriage-case route, rather than relying on ordinary dependant status.

Practical checklist

Before applying, confirm:

  1. the principal foreign national is in an eligible category;
  2. the principal's status/permit remains valid for the relevant period;
  3. marriage and birth records meet the Department's evidence requirements;
  4. any employer or agency recommendation is obtained where required;
  5. the dependant understands that work rights are separate; and
  6. any FDI-specific family rules are applied only to qualifying investors.
