Bhutan provides business and business-guest entry for approved commercial visits, but a business visa is not a substitute for a work permit. The correct category depends on the visitor's actual activity in Bhutan.

What is a business guest visit for?

The Department of Industry describes business-guest uses that include activities such as:

  • site inspection connected with foreign direct investment;
  • participation in exhibitions or trade fairs; and
  • other approved business-establishment or commercial visits.

The work-permit boundary

The most important compliance issue is what the visitor will do, not what the trip is called. The Department of Industry expressly distinguishes ordinary business visits from activities such as construction, installation, renovation, training and professional-purpose work, which can require a work permit.

FDI founders and investors before business commencement

The 2025 FDI Rules use business-guest visas as part of the establishment process before an approved FDI business commences. That sequence is important: pre-commencement business visits should not be confused with the three-year Investor Card residence mechanism.
