Bhutan Digital Nomad Visa and Remote Work Rules in 2026

Bhutan does not currently publish a dedicated national digital-nomad visa. There is no official program that gives a foreign remote employee or freelancer a general right to live in Bhutan simply because their clients or employer are overseas.

That distinction matters because Bhutan separates entry permission from permission to work or reside under a non-tourist category. A tourist e-visa, personal-guest visa or business visit should not be re-labelled as a remote-work permit unless the Department of Immigration confirms that the applicant's actual activity is authorized.

What remote workers should not assume

The Department of Immigration's current materials list tourist and non-tourist categories such as employment, business, student and dependant status. They do not list a digital-nomad category. The 2023 Immigration Rules also restrict foreigners to the purpose for which their visa or permit was issued.

For that reason, a person planning to spend months in Bhutan while carrying out ongoing paid work should not rely on the fact that the employer is foreign or the payment is received abroad. The legal question is whether the activity and stay are authorized under the person's Bhutan immigration status.

Tourist status is not a relocation workaround

The public Immigration Services Portal handles tourist visas and permits separately from non-tourist services. Tourist entry is designed for visiting Bhutan, not for converting tourism into an informal long-term work arrangement.

Bhutan's tourist system also includes the Sustainable Development Fee framework. An SDF payment or tourist visa approval does not itself create employment authorization or a right to settle in the country.

Business travel is not the same as work

Bhutan does have business and business-guest visa processes, but the Department of Industry explicitly distinguishes business visits from activities that require a work permit. Construction, installation, renovation, training and professional-purpose work can require labour authorization even when the person is visiting in connection with a business.

This boundary is especially important for consultants and founders who may be tempted to describe operational work as a “business trip.” Match the visa and permit to the real activity.

Is there a freelancer or self-employment visa?

Bhutan does not publish a broad freelancer/self-employment residence route comparable to self-employed visas in some European countries. Foreign entrepreneurship is generally connected to approved business activity and, where applicable, the FDI framework. Long-term residence and remote work

There is also no general open permanent-residence program advertised to remote workers. The marriage-case Immigration Card, FDI Investor Card, work-permit framework and other statuses each have different eligibility rules and work rights.
