A foreign national married to a Bhutanese citizen uses Bhutan's Immigration Card framework rather than the ordinary dependant route. The Immigration Card is a distinct immigration status for a foreign spouse; it should not be described as automatic Bhutanese citizenship or unrestricted employment authorization.

The Department of Immigration publishes a dedicated Immigration Card service for marriage cases, and the 2023 Immigration Rules set out important eligibility and conduct rules.

Who is this route for?

The route is for a foreign spouse in a legally recognized marriage with a Bhutanese citizen, subject to the Immigration Act, rules and Department requirements. The Bhutanese spouse's identity/family records and the marriage record are central to the application.

The Department's published service checklist includes documents such as the Bhutanese spouse's application and Citizenship Identity Card, family-tree information, marriage certificate, the foreign spouse's passport/visa details, the prescribed form and declarations.

Important eligibility timing rule

The 2023 Immigration Rules contain a high-risk restriction that applicants should not overlook: a person who is in Bhutan as a visitor, dependant, worker or student cannot process an Immigration Card while in the Kingdom under that status. The rules provide an exit period before eligibility to process the Immigration Card, including a minimum one-year period outside Bhutan for the categories covered by that rule.

Because this timing rule can materially affect family plans, confirm the current Department interpretation before arranging travel or status changes.

Does the Immigration Card give unrestricted work rights?

No. The 2023 rules state that an Immigration Card holder may not work in an organization without prior approval from the Department of Immigration.

Marriage therefore does not automatically remove Bhutan's work-authorization controls. A holder planning employment should obtain the required prior approval and follow any labour/work-permit process the authorities direct.

Renewal and continuing compliance

Immigration Card holders remain subject to the conditions in the Immigration Act and Rules. The Department may require updated documents and, in marriage cases, may require both spouses to report or participate in the renewal/verification process.

Applicants should keep marriage, identity, residence and contact records current and respond to Department requests. Do not assume an Immigration Card is an irrevocable or unconditional permanent status.

Immigration Card versus dependant permit

A foreign spouse of a Bhutanese citizen should not confuse this route with ordinary dependent and family permits, which apply to eligible dependants of specified foreign principal categories such as qualifying workers, FDI investors and certain other permit holders.

Immigration Card versus citizenship

The Immigration Card is not Bhutanese citizenship. Bhutanese nationality is governed by separate citizenship law and should not be inferred from immigration-card issuance, residence duration or marriage alone.

Likewise, the card should not be marketed as a general permanent-residence program for unrelated foreign applicants. Bhutan does not publish an open PR route comparable to points-based permanent residence in some other countries.
