Bhutan Employment Visa and Work Permit in 2026

Foreign employment in Bhutan is generally employer-led. A foreign national should not treat an employment visa, tourist entry or business visit as a stand-alone right to take any job. The immigration side and the labour/work-permit side must match the actual employment.

Bhutan's Ministry of Foreign Affairs describes the employment visa as allowing a foreign national to stay and work in Bhutan for a maximum period of one year. The labour framework is separately regulated through the Ministry of Industry, Commerce and Employment and the Bhutan Labour Market Information System.

2024 work-permit categories

The Regulation on Foreign Workers Management 2024 distinguishes four work-permit types:

  • Regular (R) Work Permit — for approved foreign workers in ordinary employment, generally valid for up to one year.
  • Short-term (S) Work Permit — for short-duration work, non-renewable and capped at 30 days.
  • Border-town (B) Work Permit — for qualifying workers in designated border-town arrangements; the permit can run up to one year, with daily exit requirements under the regulation.
  • Hourly (H) Work Permit — for urgent or highly specialized technical services, generally limited to six hours.

The right category depends on the job, duration, place of work and employer. An applicant should not choose a shorter permit merely to bypass the requirements of a regular employment arrangement.

Employer process

Foreign-worker recruitment is not an open self-petition system. The Bhutanese employer generally needs the relevant labour approval before the immigration/work-permit process can be completed. The Bhutan Labour Market Information System is the official portal for foreign-worker management.

The precise documents depend on the occupation and permit type. Employers should verify the live BLMIS checklist, any occupational restrictions, medical requirements and Department of Immigration requirements before filing.

New 2026 bank-account requirement

The Department of Immigration announced that, effective 7 May 2026, a Bhutanese bank account is mandatory for every foreign worker whose work duration in Bhutan exceeds 30 days.

That requirement is operationally important for longer assignments. It should be planned alongside the work-permit process rather than treated as an optional payroll preference.

Visa versus work permit

A visa can establish the entry/stay basis, while the work permit authorizes the approved employment. They are not interchangeable. The same distinction applies to business guest status: a business visitor performing construction, installation, training or professional services may still need a work permit.

Can family members come?

Bhutan's dependent framework is category-specific. The 2023 Immigration Rules include professional foreign workers whose approved work duration is at least 90 days among the categories whose spouse and children may qualify for dependant permission. That does not mean every short-term foreign worker automatically qualifies.

Can a work permit lead to permanent residence?

Bhutan does not publish a general open permanent-residence route for ordinary foreign workers. A work permit is tied to approved employment and should not be marketed as a guaranteed settlement or citizenship pathway.

Foreign investors should instead review the separate FDI Investor Card route. Foreign spouses of Bhutanese citizens use the separate Immigration Card framework.

Practical checklist

Before a foreign employee relocates, confirm:

  1. the employer has the required recruitment/labour approval;
  2. the correct R, S, B or H permit category is being used;
  3. the employment visa/entry basis matches the work authorization;
  4. the assignment duration and renewal limits;
  5. whether the 7 May 2026 bank-account rule applies; and
  6. whether accompanying family members independently qualify.
