Paraguay family permanent residence

Paraguay provides direct permanent-residence paths for specified close family relationships. These exceptions are narrower than a general family-sponsorship visa and should be matched to the exact statutory category.

Foreign spouses and children of Paraguayans

Under Law 2193/2003 and the current DNM procedure, a qualifying foreign spouse or child of a Paraguayan can access permanent residence without first holding temporary residence. The procedure interacts with the Secretaría de Desarrollo para Repatriados y Refugiados Connacionales and the Police identification process, particularly where a Certificado de Repatriación is used.

DNM explains that the repatriation certificate can support fee exemptions in qualifying cases; not every spouse situation receives the same exemption. For example, the current page distinguishes marriages celebrated abroad from marriages celebrated in Paraguay for that benefit.

Family of a repatriated Paraguayan

Law 6984 also provides direct permanent residence through a repatriated Paraguayan for specified foreign relatives, including the spouse, children and certain grandchildren and spouses of children within the statutory limits. The current DNM route requires the repatriation certificate and relationship/identity/background evidence applicable to the case.

Children and guardianship safeguards

Applications involving minors have additional consent, custody, identity and relationship requirements. DNM may refer cases for additional legal review and request supplementary documentation. Family relationship alone should not be treated as automatic approval.

Fees

DNM's current family page lists Gs. 2,926,925 for permanent residence when the qualifying fee exemption is not used. A valid repatriation certificate can make the residence fee zero in the cases specified by the official procedure. Other document or penalty charges can still apply depending on circumstances.
