Paraguay temporary residence

The general Residencia Temporal under Law 6984/2022 is the main route for a foreign national who intends to establish in Paraguay and carry out a lawful activity. The law does not split ordinary employees, self-employed professionals, students and most remote workers into separate immigration visas; the lawful activity and supporting evidence are handled within the residence framework.

Validity and extension

DNM states that temporary residence may be granted for up to two years and may be extended for an equal period. Under the general law it is normally the prerequisite before standard permanent residence, unless a statutory/direct-permanent exception applies.

Precarious status while the case is pending

A properly filed temporary-residence applicant receives residente precario status for the period determined by DNM. Law 6984 and DNM state that this status permits the holder to remain in Paraguay, leave and re-enter, work and study during its validity. It does not guarantee approval of the underlying temporary-residence application.

Core evidence

Published requirements include valid identity/travel documentation, any required visa, evidence of entry, birth and civil-status evidence, police/criminal records for applicants from the relevant age, INTERPOL and Paraguayan foreigner-background documents, and sworn declarations concerning compliance, activity and address. Foreign documents generally need apostille/legalization and Spanish translation unless an official exception applies.

Current fee

DNM's fee schedule effective 1 July 2026 lists Gs. 2,926,925 in cash for temporary residence under Law 6984/2022, including precarious residence and change of category. Card totals include commissions and VAT. The fee is wage-linked and can change.

Remote work and freelancing

No dedicated digital-nomad or broad freelancer visa appears in the current DNM residence catalogue. A person planning to live in Paraguay while earning remotely should use a valid residence basis and separately review tax, social-security, professional and employment-law obligations.
