Paraguay investor permanent residence
Paraguay has a statutory exception that can allow qualifying foreign investors to obtain permanent residence directly, without first completing ordinary temporary residence. The immigration application is linked to the official foreign-investor certification/SUACE framework, which the government updated in 2026 under the Paraguay Investor Pass.
2026 Investor Pass modalities
The Ministry of Industry and Commerce states that Resolution 0283/2026 modernized the Constancia de Inversionista Extranjero and recognizes four investment profiles:
- Productive investment in industry, commerce or services: from USD 70,000, with at least five formal jobs and a business plan.
- Financial instruments: from USD 200,000, without a job-creation requirement, with the investment maintained for at least two years.
- Real estate for economic activity: from USD 200,000; personal/family use is excluded from this modality, with no employment or business-plan requirement stated by MIC for the category.
- Tourism investment: from USD 150,000, with a business plan and technical follow-up.
These thresholds support the investor-certificate framework; they are not a promise of immigration approval. Background checks, source-of-funds declarations, anti-money-laundering controls, investment verification and the DNM residence requirements still apply.
SUACE and immigration filing
DNM's investor-residence process requires the official investor certificate showing that the foreign national is using the SUACE regime, identity and entry evidence, civil/background documents and other current requirements. The special route is personal and DNM may request additional evidence.
Residence status and fee
The investor exception is a direct permanent residence route under the Migration Law framework. The current DNM permanent-residence fee schedule lists Gs. 2,926,925 cash, although the applicant should confirm the exact investor-case charges and document fees at filing because wage-indexed rates change.
Entrepreneurs below the Investor Pass thresholds
A founder or self-employed person does not automatically qualify for direct investor permanent residence merely by forming a company. If the investor-certification conditions are not met, the general temporary-residence route may be the appropriate immigration basis while the business, tax and corporate steps are handled separately.
