Paraguay permanent residence
For most applicants under Law 6984/2022, permanent residence follows temporary residence. Permanent status authorizes indefinite residence, while the physical permanent-residence card is renewed on the current ten-year cycle.
Standard progression
The ordinary route requires the applicant to have held temporary residence and to meet the permanent-residence conditions when changing category. DNM's current checklist includes the temporary-residence card, Paraguayan identity card, current Paraguayan background records and evidence of economic solvency, among other case-specific documents.
Direct permanent-residence exceptions exist for qualifying investors and specified family categories; those are covered separately because they should not be generalized to ordinary applicants.
2026 economic-solvency rule
DNM announced Resolution 407/2026 effective for applications filed from 6 July 2026, updating and standardizing how lawful economic means are demonstrated for permanent residence under both Law 6984 and MERCOSUR. The current route checklist calls for suitable, sufficient and verifiable evidence showing effective income generation or real availability of resources under the published categories.
That means old claims that a small bank deposit by itself automatically secures Paraguayan permanent residence are not a safe description of the current rule. The evidence must fit the current DNM criteria.
Current fee
The current DNM schedule lists Gs. 2,926,925 cash for permanent residence, including change of category, plus other document fees when applicable. The daily-wage basis means the amount can change.
Work and long-term rights
Law 6984 protects lawful work by immigrants with authorized residence. Permanent status removes the temporary expiry of residence itself, but it does not exempt the holder from tax, employment, company, licensing or professional regulation.
DNM does not promise one universal processing time; cases can require additional legal or documentary review.
