Business, Shareholder and Manager Options in Lithuania in 2026

Lithuanian immigration law contains residence grounds connected with lawful business activity, but registering a company or buying shares does not by itself create a right of residence.

Business-basis residence

The Migration Department's 2026 legal update expressly refers to temporary residence permits issued on a business basis and introduced a three-month deferral mechanism where a holder temporarily fails to meet a business-basis condition for objective reasons and explains the situation in writing.

That confirms the continuing business-residence framework, but an applicant still has to match the statutory conditions for the chosen legal basis.

Shareholders and managers

Lithuanian rules also recognize specific exceptions for entrepreneurs who are both shareholders and managers of companies in certain short-term work situations. An exemption from one work-permit rule should not be marketed as automatic long-term residence.
