Norway immigration and residence options in 2026

Norway uses different legal frameworks for third-country work immigration, study, family immigration, EU/EEA free movement, visitor status and permanent residence. A job offer, company registration, tax registration or physical presence in Norway does not by itself establish the right to work.

Key current figures include NOK 624,700 for master's-level skilled positions and NOK 545,400 for bachelor's-level positions where UDI's non-collective-agreement salary safeguards apply; NOK 170,368 annual student maintenance; NOK 436,957 current family-income requirement; and NOK 341,373 own income for permanent residence or certain job-seeker/self-employed rules.

Skilled workers can generally move toward national permanent residence after three years of qualifying residence. The permanent-residence system can require three or five years depending on the permit category and, under the rules effective from 1 September 2025, generally requires oral Norwegian at A2 plus a social-studies test for adults unless exempt.

Norway does not publish a general digital-nomad residence permit. Remote work physically performed in Norway normally requires immigration permission that covers that work.

EU/EEA citizens use free-movement rules rather than the ordinary third-country work-permit framework and can normally obtain permanent right of residence after five years of qualifying residence.
