Serbia's official temporary-residence framework separately lists Highly Qualified Foreign Citizen as a prescribed residence basis.

That category should not be collapsed into ordinary employment or represented with requirements that are not present in the official public guidance. The Foreign Nationals Portal should be used to determine the current evidence requested for the individual application, while ordinary employment contracts continue to use the employment/single-permit framework.
